He is not sinful. It is a voluntary prayer. The Sunnah of the midday, sunset, night, afternoon, and dawn prayers are all voluntary. The obligatory part is only the five prayers, which are the fard: the dawn prayer is two rak'ahs, the midday prayer is four rak'ahs for the resident, the afternoon prayer is four rak'ahs for the resident, the sunset prayer is three rak'ahs for everyone, both the resident and the traveler, and the dawn prayer is two rak'ahs for the resident and the traveler.
As for the prayers associated with them, they are voluntary. The Sunnah of the midday prayer is four rak'ahs before it and two after it, and if he prays four after it, that is better. The Sunnah of the afternoon prayer is four rak'ahs before it, based on the saying of the Prophet (peace and blessings be upon him):
May Allah mercy on a person who prays four Rak'at before the 'Asr prayer.رحم الله امرءًا صلى أربعًا قبل العصر
