Question:
A message was sent from Manama in the Kingdom of Bahrain by the listener Muhammad Fuad, who says: I seek your opinion and advice, may your eminence be rewarded. Praise be to Allah, I am financially well-off, and I have wealth for which I wish to pay zakah. I have a brother who works as an employee in one of the companies, and he is married with children. However, his problem is that he is an employee in one of the companies, and his salary is low, and he does not have a residence. Is it permissible for me to give him my zakah so that he can look for a residence for himself? May Allah reward you with good.

Answer:
There is no harm in helping him with housing. You should instruct him to buy, and if he buys and the debt becomes established, you settle it for him, just as you give him what helps him with his needs and paying off his other debts, as long as he is unable to do so because his salary is low and he cannot afford the rent or the purchase with it. There is no harm in giving him the rent, or having him buy and then you giving him the price. Do not give him the money until he has bought, lest the money be wasted. As for the zakah, if he buys and the debt becomes binding, you pay off the debt for him; because he is poor. Yes.

The presenter: May Allah reward you with good. He says at the end of his message: What if his wife participates in this matter with him, and she also pays the price of the house for this poor brother of theirs?

The Shaykh: There is nothing wrong if she participates with him—may Allah reward her with good—as long as he is poor and deserves assistance because of his poverty, or because he is a debtor who bought the house and the price became binding on him, making him a debtor. You and she can give him what is used to pay off the price from the zakah. Yes.
