Question:
This questioner is the mother of al-Bara' from Riyadh. She says: A man lives in a rented house for twenty thousand riyals. He has children, and his monthly salary is about five thousand riyals. Is it permissible for him to take zakah?
Knowing that he has no debts, but he wants to save up to buy a house. What is the ruling on the money he took from his uncles and relatives? Does he have to return it, or what should he do?

Answer:
It is not permissible for him to have the right to take zakah, as long as the amount he receives is sufficient for his housing, his needs, and his expenses. If his salary is sufficient for his expenses and the rent, it is not permissible to give him any of the zakah to buy a house or to rent one.
However, if his salary is not sufficient due to the large size of his family and expenses, he may take from the zakah in order to buy a residence or to rent one.
