May good be wished for them. If they had not reached puberty, then they owe nothing in terms of religious obligation, meaning in terms of sin. They receive the reward for their good deeds, such as prayer, dhikr, recitation, and the like. One of these two had reached fifteen years of age. If he had completed his fifteenth year, he is obligated. If he had not completed it, and it is not known that he grew hair around the private parts, and it is not known that he emitted semen due to desire, then he is not obligated. However, if you perform Hajj on his behalf, or 'Umrah on his behalf, or give charity on his behalf and on behalf of his brother, all of it is beneficial, all of it is useful, and it is good, and praise be to Allah.
