The Qur'an is the speech of Allah, just as one says, "By Allah," or "By Allah," or "By the knowledge of Allah," or "By the mercy of Allah"—meaning he intends to attach himself to the mercy of the Exalted One—or "By the speech of Allah." All of this is permissible: swearing by Allah and by His attributes.
