Answer:
It is not permissible; this is a reprehensible act and is not permissible. The Council of Senior Scholars has studied this matter and issued a decision prohibiting it and preventing people from doing this; because there is no evidence for it, nor any basis for it. What was established is touching the Black Stone, kissing the Black Stone, touching the Yemeni Corner, and placing one's hand on the wall of the Ka'bah from the inside, as the Prophet (peace and blessings be upon him) did. As for the covering, seeking blessing from it is not prescribed, and it is not permissible to sell it for that purpose or distribute it for that purpose.
