Answer:
It appears to me that it is recommended, and the statement of those who said it is obligatory is not good. It is only for beautifying the recitation, adorning it, and perfecting it. So if one recites the Qur'an in the Arabic language, that is sufficient and his prayer is valid, and praise be to Allah. But if he applies tajwid to the Qur'an: he emphasizes the emphatic letters, softens the soft letters, merges the merged letters, and clarifies the clear letters, then this is more perfect and better; due to the saying in the hadith:
Adorn the Qur'an with your voicesزيِّنوا القرآنَ بأصواتكم
.
So the believer is commanded to beautify his voice in recitation and to pay attention to this matter, so that it becomes more solemn for his heart and more beneficial for the listeners. He should recite with measured recitation and take care, but that it is obligatory for him to merge this, clarify this, conceal this, soften this, and emphasize this; I do not know of any evidence for it. It is only from the category of recommendation and from the category of beautifying the recitation.
