Answer:
It is so that it may be designated as a place of prayer; because when one intends a location and prays in it, it becomes a suitable and noble place. For example, when he prayed at the Station of Ibrahim, it became a recommended practice. Thus, the place one intends to pray in, so that it is designated as a place of prayer, becomes a place of worship, a blessed and good place. However, passing through prayers in the streets do not have this effect.
