But if you remain like this, if you stay this way for your whole life without being affected, then this is among the meanings of His saying (Glorified and Exalted is He): [Hud 11:112], [Al-Baqarah 2:143], no excess and no deficiency. And every time has its rulings. Now, the state is for the disbelievers, and the state is for the hypocrites. So the Muslims have only to work within the limits of their ability, and [Al-Baqarah 2:286]. Now, in all countries, in this country or with you, a person speaks within the limits of what Allah said and what the Messenger of Allah said, and does not target individuals. Not because targeting individuals is not permissible—no, it is permissible—but this targeting is conditional on it not causing a setback, just as is the case with enjoining good and forbidding evil. So if you are one who enjoins good, let your enjoining of good be done with good. And we know the authentic hadith in al-Bukhari from the hadith of A'ishah (may Allah be pleased with her): . The point is his saying (peace be upon him): . (Peace be upon him) means he would put the Hajar (Black Stone) back into the Ka'bah, so the Ka'bah would become spacious: . This is the reform that he (peace be upon him) carried out. Why? He feared that some of those new to Islam might suffer a setback and say, "Look, they have left us nothing; even the House of Allah has been ruined for us." Come, understand for them that this ruin is actually reform! Where is the understanding for people?! So, the matter truly requires knowledge and wisdom. And whoever is given wisdom is given much good. Therefore, we observe now that these revolutions and these uprisings that we hear about in all countries are not carried out except by youth. This is very observable; they are not carried out except by youth. They are religious, but first: they do not have sufficient knowledge, and then they do not have the far-sighted view that comes from long, extensive experiences. For this reason, we warn against contradicting the wisdom that says: "Whoever hastens a thing before its time is tried with its deprivation." The Algerians themselves did what the Kuwaitis did, as you are reporting now. Before they suffered what they suffered, and before they entered the elections, they had contacts with me, as you saw from the scholarly aspect. They contacted me and said: "We want you to tell us the ruling of Allah regarding elections, and we will direct five or six questions to you. If you have a fax, we will send them to you." I told them: "I have one, and the fax number is the phone number." So they sent me two large sheets containing five or six questions. I answered them. The summary regarding what they asked: Is it permissible for a Muslim youth to enter the Algerian parliament? My answer was: No. But the completeness of the answer included what I mentioned earlier: If there are candidates from atheist or disbeliever parties, we advise that Muslims be elected. Among their questions was: Is it permissible for a woman to vote? And praise be to Allah, the question was not: Is it permissible for her to run for office?! A time will come.

Indeed, every deed has a period of intensity, and for every period of intensity there is a period of decline. So whoever his period of decline is to my Sunnah, he has guided himself, and whoever his period of decline is to an innovation, he has gone astray.
إنَّ لكلِّ عملٍ شرَّة ، ولكلِّ شِرَّةٍ فترة ، فَمَن كانت فترَتُه إلى سنَّتي فقد اهتدى ، ومن كانت فترَتُه إلى بدعة فقد ضَلَّIndeed, every deed has a period of intensity.
إنَّ لكلِّ عمل شرَّةSo remain on a right course as you have been commanded
فَاسْتَقِمْ كَمَا أُمِرْتَAnd thus we have made you a just community
وَكَذَلِكَ جَعَلْنَاكُمْ أُمَّةً وَسَطًاAllah does not charge a soul except [with that within] its capacity
لَا يُكَلِّفُ اللَّهُ نَفْسًا إِلَّا وُسْعَهَاThat the Prophet (peace and blessings be upon him), when he entered Mecca as a conqueror and prayed two rak'ahs inside the Ka'bah, Lady A'ishah wanted to climb the Ka'bah to pray two rak'ahs. He said to her (peace be upon him): "Pray in the Hajar, for it is part of the Ka'bah. And your people's resources were insufficient, so they took the Hajar out of the Ka'bah."
أن النبي - صلى الله عليه وآله وسلم - لما دخل مكة فاتحًا ، وصلى في جوف الكعبة ركعتين ، أرادت السيدة عائشة أن تصعد الكعبة تصلي ركعتين ، قال لها - عليه السلام - : صلي في الحجر فإنه من الكعبة ، وإن قومك قصرت بهم النفقة فأخرجوا الحجر من الكعبةAnd were it not that your people are recent in their transition from polytheism, I would have demolished the Ka'bah and rebuilt it on the foundation of Ibrahim.
ولولا أنَّ قومَكِ حديثو عهدٍ بالشِّركِ لَهَدَمْتُ الكعبة وَلَبَنَيْتُها على أساسِ إبرَاهِيمAnd I would have made for it two doors on the ground: a door through which they enter, and a door through which they exit.
