Question:
Reciting the Qur'an at a very fast speed for the purpose of dictation?

Answer:
If the speed results in dropping some letters or merging some letters, it is not permissible. However, if it is a speed at which the Qur'an and its letters are distinguished and nothing is dropped, there is nothing wrong with it. But reciting with measured pace (tartil) or at a moderate speed (hadr) is better; the middle ground, tartil, is the best.
