Question:
One of the female listeners from al-Kharj, who indicated her name with the letters (H. M.), asks and says: She recites the Noble Qur'an in a normal manner, but she does not recite with tartil (measured recitation), and she asks about the ruling? May Allah reward you with good.

Answer:
The Sunnah is tartil (measured recitation); because Allah says:
and recite the Qur'an with measured recitation.وَرَتِّلِ الْقُرْآنَ تَرْتِيلًا
[Surah al-Muzzammil: 4], so the Sunnah is to be deliberate in recitation and not to rush. If a person rushes in a recitation that does not involve dropping some of the letters, but is a clear and understandable recitation, there is no harm. If he recites in a continuous manner without tartil, but it is clear and does not involve dropping anything from the letters, there is no blame on him according to the scholars. However, he should accustom himself to being deliberate and reciting with tartil; because this is closer to humility, closer to understanding, and more beneficial for all the listeners. Allah the Exalted and Majestic says:
(1) O you who wraps himself [in clothing], (2) Arise [to pray] the night, except for a little - (3) Half of it - or subtract from it a little (4) Or add to it, and recite the Qur'an with measured recitation.يَا أَيُّهَا الْمُزَّمِّلُ ۝ قُمِ اللَّيْلَ إِلَّا قَلِيلًا ۝ نِصْفَهُ أَوِ انْقُصْ مِنْهُ قَلِيلًا ۝ أَوْ زِدْ عَلَيْهِ وَرَتِّلِ الْقُرْآنَ تَرْتِيلًا
[Surah al-Muzzammil: 1-4].
So, tartil contains much good and benefits; among them is that the believer benefits, reflects, and comprehends, and the listener likewise benefits and comprehends, and the letters are performed completely and the verses in their proper form. If he recites at a moderate pace, there is no harm, or if he recites quickly, there is no harm, but on the condition that the letters are performed as they are, and that he does not neglect anything from the letters, and that the recitation is understandable and clear. If he does that, there is no harm. Even if he continues the recitation, meaning: he continues the verses one after another without stopping at the beginnings of the verses, but the best is to stop at the beginnings of the verses and to recite with tartil; this is the best.
