The Shaykh : Tartil of the Qur'an is of two types:
The first type is that which clarifies the letters and makes them distinct, such that nothing is dropped from the letters. This is obligatory, and it is not permissible for a person to recite in a manner that drops letters, as some people do with extreme speed where the waw is sometimes hidden, or the fa is sometimes hidden, or the lam is sometimes hidden, or any other letter. Because if he recites in this manner, he has recited it other than as it was revealed, and he is to be feared to be among those who twist their tongues with the Book.
As for the second type, it is the tartil that goes beyond merely clarifying the letters, such that the pronunciation is beautified with tajwid, or one pauses at every verse. This tartil is not obligatory, but it is recommended. If a person does it, it is more complete and better, and if he does not do it, there is no blame on him.
