He means: And likewise, raise with it, accuse with it, and decline with it whatever is connected to it, whether with a possessive or without. What does "with a possessive or without" mean? It means with a possessive to a word accompanied by *al*, or without a possessive, but
"And *** do not decline with it the *al* of a name, except from *al*
And from a possessive to what follows it, and what *** did not lack it is permissible, and it is called *al*"

The author mentions, may Allah have mercy on him:

What does "a name" mean? It means: a noun
"A name, except from *al*"
He means that if you find a word accompanied by *al*, do not decline with it a noun that is free of *al*. This is based on what was mentioned previously regarding the possessive, that a word accompanied by *al* is not made possessive to a word free of it, unless this word free of it is made possessive to one accompanied by it, or not?
