"Judge by the rare": the rare means something very few in number. His saying: "by the rare" is connected to "judge," meaning: judge by the rare, that is, by the very few instances. "for what is not mentioned" "for what is not mentioned" refers to what contradicts the conditions. So if you find something in the speech of the Arabs that contradicts what I have established, say: it is rare. This is the practice of the grammarians (may Allah have mercy on them); when they establish the rules, whatever comes in that contradicts them, they say: it is rare. If they had said: it is rare and it is permissible by way of rarity, the matter would have been easy. But they say: "And do not analogize with that of which there is a report". "Report" means "transmitted," meaning: do not analogize with what was transmitted from the Arabs that contradicts the conditions, and from which they formed the expression of wonder. Do not analogize, and I think several examples were mentioned in the explanation.
