Q: If two tribes or two individuals dispute, and the tribal shaykh rules that the defendant must offer sacrificial camels or sheep, which are slaughtered for the one who has the right, and so on.
A: What appears to us from the pure Shari'ah is that these sacrifices are not permissible, for the following reasons:
The first: This is from the practice of the pre-Islamic age of ignorance, and the Prophet (peace and blessings be upon him) said:Sunan Abi Dawud 3222Sahih (Al-Albani).
And the second: This act is intended to exalt the one who has the right and to draw near to him through the sacrifice, and this is of the same kind as what the polytheists do of slaughtering for other than Allah, and of the same kind as what some people do of slaughtering upon the arrival of some great men. A group of scholars have said: This is considered slaughtering for other than Allah, and that is not permissible; rather, it is in general a form of associating partners with Allah, as Allah (Glorified and Exalted is He) said: [al-An'am: 162-163]. The ritual slaughter is the slaughtering, and Allah coupled it with prayer because of its great status, so that indicates that slaughtering must be for Allah alone, just as prayer is for Allah alone. And He the Exalted said: [al-Kawthar: 1-2]. And the Prophet (peace and blessings be upon him) said: Sahih Muslim 1978b.
The third reason: This act is from the rulings of the pre-Islamic age of ignorance, and Allah (Glorified and Exalted is He) said: [al-Ma'idah: 50]. And in it is a resemblance to the actions of those who worship the dead, the trees, and the stones, as mentioned previously.
So it is obligatory to leave it, and in what Allah has legislated of rulings and means of reform, there is what suffices and is enough for this ruling, and success is from Allah.

قُلْ إِنَّ صَلَاتِي وَنُسُكِي وَمَحْيَايَ وَمَمَاتِي لِلَّهِ رَبِّ الْعَالَمِينَ * لَا شَرِيكَ لَهُ وَبِذَلِكَ أُمِرْتُ وَأَنَا أَوَّلُ الْمُسْلِمِينَ(1) Indeed, We have granted you, [O Muhammad], al-Kawthar. (2) So pray to your Lord and sacrifice [to Him alone].
إِنَّا أَعْطَيْنَاكَ الْكَوْثَرَ * فَصَلِّ لِرَبِّكَ وَانْحَرْAllah cursed him who sacrificed for anyone besides Allah
لعن الله من ذبح لغير اللهThe third reason: This act is from the rulings of the pre-Islamic age of ignorance, and Allah (Glorified and Exalted is He) said:
Then is it the judgement of [the time of] ignorance they desire? But who is better than Allah in judgement for a people who are certain [in faith].
أَفَحُكْمَ الْجَاهِلِيَّةِ يَبْغُونَ وَمَنْ أَحْسَنُ مِنَ اللَّهِ حُكْمًا لِقَوْمٍ يُوقِنُونَSo it is obligatory to leave it, and in what Allah has legislated of rulings and means of reform, there is what suffices and is enough for this ruling, and success is from Allah.
