Q: Her mother vowed to slaughter one of the camels for Allah the Exalted if her children grew up and had children, and she slaughtered seven sheep for all of that;
because they are cheaper, and she has the camel available, so do the sheep she slaughtered suffice for the vowed camel?

A: What the questioner’s mother did by slaughtering seven sheep instead of the camel she vowed to slaughter is sufficient for her vow, for the scholars (may Allah have mercy on them) have explicitly stated the permissibility of this, including Ibn Qudamah, who said in al-Mughni: “And if a person is obligated to offer a hady (sacrificial animal) and he slaughters seven sheep, that suffices for him .” It is well known that a sheep is substituted for a hady or udhiyah (sacrifice) by seven camels, and it is better in meat, and moving from the lower to the higher is better, and all of this is permissible, whether one slaughters seven sheep instead of a camel or a cow, or slaughters a camel or a cow instead of seven sheep in a situation where that is obligatory. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
