Q: What is the ruling on amulets made from the Qur'an and from other things?
A: As for amulets made from other than the Qur'an, such as bones, talismans, knots, wolf hair, and the like, these are denounced and forbidden by explicit text. It is not permissible to hang them on a child or on anyone else; because the Prophet (peace and blessings be upon him) said:
Whoever hangs a tamimah, Allah will not complete for him, and whoever hangs a wada'ah, Allah will not grant him peace.من تعلق تميمة فلا أتم الله له، ومن تعلق ودعة فلا ودع الله له
, and in another narration:
Whoever hangs up an amulet has committed shirk.من تعلق تميمة فقد أشرك

As for when they are made from the Qur'an or from known, good supplications, the scholars differed on this. Some of them said: It is permissible to hang them, and this is reported from a group of the Salaf who treated them like reciting over a sick person.
The second opinion is that they are not permissible, and this is the well-known position of 'Abdullah ibn Mas'ud and Hudhayfah (may Allah be pleased with them both) and a group of the Salaf and the Khalaf. They said: It is not permissible to hang them, even if they are from the Qur'an, in order to block the means to harm and to cut off the source of shirk (associating partners with Allah), and to act in accordance with the generality of the texts; because the hadiths prohibiting amulets are general hadiths that did not exclude anything. The obligatory course is to adhere to the generality, so nothing of the amulets is permissible at all; because that leads to hanging other things and to confusion in the matter.
Therefore, it is obligatory to prohibit all of them, and this is the correct view due to the clarity of its evidence.
If we were to permit amulets from the Qur'an and from good supplications, the door would be opened and everyone would hang whatever he wished. If he were rebuked for it, he would say: This is from the Qur'an, or these are from the good supplications. Then the door would be opened, the tear would widen, and all amulets would become confused.
And there is a third cause, which is that they may be taken into the restroom and places of filth, and it is known that the speech of Allah is kept pure from that, and it is not fitting to take it into the restroom.
