Q: The brother who indicated his name (Abu Muhammad) from al-Zulfi in the Kingdom of Saudi Arabia says in his question: In the hadith, the Messenger of Allah (peace and blessings be upon him) said, in a hadith whose meaning is: that the one who lets his garments hang is in the Fire. Our garments are below the ankles, and we do not intend arrogance or boasting, but it is a habit we have become accustomed to. Is what we do forbidden? And will the one who lets his garments hang, while he is a believer in Allah, be in the Fire? I ask for your guidance. May Allah reward you with good.
A: It is established from the Messenger of Allah (peace and blessings be upon him) that he said:
Whatever of the Izar comes below the ankles is in the Fire.ما أسفل من الكعبين من الإزار فهو في النار
Sunan an-Nasa'i 5331Sahih (Darussalam)
narrated by Imam al-Bukhari in his Sahih, and he (peace and blessings be upon him) said:
Three [people] whom Allah will not speak to on the Day of Resurrection, nor look at them, nor purify them, and for them is a painful punishment: the one who lets his garment hang, the one who is stingy in what he gives, and the one who certifies his goods with a false oathثلاثة لا يكلمهم الله يوم القيامة ولا ينظر إليهم ولا يزكيهم ولهم عذاب أليم: المسبل إزاره، والمنان في ما أعطى، والمنفِّق سلعته بالحلف الكاذب

narrated by Imam Muslim in his Sahih. The hadiths in this meaning are numerous, and they indicate the prohibition of letting garments hang below the ankles absolutely, even if the person claims that he did not intend arrogance or boasting; because that is a means to arrogance, and because of the extravagance in it and exposing the clothes to impurities and dirt.
As for if he intends arrogance by it, the matter is more severe and the sin is greater; due to the saying of the Prophet (peace and blessings be upon him):
Whoever arrogantly drags his garment, Allah will not look at him on the Day of Judgement.من جر ثوبه خيلاء لم ينظر الله إليه يوم القيامة

And the limit in that is the ankles, so it is not permissible for the Muslim male to let his clothes go below the ankles due to the aforementioned hadiths.
As for the female, it is prescribed for her that her clothes be loose and cover her feet.
And as for what is established from al-Siddiq (may Allah be pleased with him) that he said to the Prophet (peace and blessings be upon him):
my lower garment hangs down unless I keep paying attention to itإن إزاري يسترخي إلا أن أتعاهده

The Prophet (peace and blessings be upon him) said to him:
You are not one of those who do it arrogantly.إنك لست ممن يفعله خيلاء

The meaning of that is that the one whose garment hangs down without intention, and he attends to it and strives to raise it, does not fall under the warning; because he did not intend it, did not intend boasting, and did not leave it, but he attended to raising it and restraining it.
And this is unlike the one who intentionally lets it hang down, for he is suspected of intending boasting, and his action is a means to that. And Allah (Glorified and Exalted is He) is the One who knows what is in the hearts. And the Prophet (peace and blessings be upon him) stated the hadiths in warning against letting garments hang and emphasized it, and he did not say in them except that the one who lets them hang without boasting [is excluded].
So it is obligatory for the Muslim to beware of what Allah has forbidden for him, and to stay away from the causes of the anger of Allah, and to stand at the limits of Allah, hoping for His reward and fearing His punishment, acting in accordance with the saying of Allah (Glorified and Exalted is He) :
And whatever the Messenger has given you - take; and what he has forbidden you - refrain from. And fear Allah; indeed, Allah is severe in penalty.وَمَا آتَاكُمُ الرَّسُولُ فَخُذُوهُ وَمَا نَهَاكُمْ عَنْهُ فَانْتَهُوا وَاتَّقُوا اللَّهَ إِنَّ اللَّهَ شَدِيدُ الْعِقَابِ
[Al-Hashr: 7] and His saying (Mighty and Majestic) :
These are the limits [set by] Allah, and whoever obeys Allah and His Messenger will be admitted by Him to gardens [in Paradise] under which rivers flow, abiding eternally therein; and that is the great attainment.تِلْكَ حُدُودُ اللَّهِ وَمَنْ يُطِعِ اللَّهَ وَرَسُولَهُ يُدْخِلْهُ جَنَّاتٍ تَجْرِي مِنْ تَحْتِهَا الْأَنْهَارُ خَالِدِينَ فِيهَا وَذَلِكَ الْفَوْزُ الْعَظِيمُ ۝
[An-Nisa 4:13]
وَمَن يَعْصِ اللّٰهَ وَرَسُوْلَهٗ وَيَتَّعَدَّ حُدُوْدَهٗ يُدْخِلْهٗ نَارًا خٰلِدًا فِيْهَا وَلَهٗ عَذَابٌ مُّهِيْنٌ [An-Nisa: 13 - 14] May Allah guide the Muslims to everything that is in His pleasure and the rectification of their affairs in their religion and their worldly lives, He is the best of those asked.
