Answer:
Letting a garment hang below the ankles is forbidden and not permissible. If it is done with the intention of arrogance, the sin is even greater. This is based on the saying of the Prophet (peace and blessings be upon him):
Whatever of the Izar comes below the ankles is in the Fire.ما أسفل من الكعبين من الإزار فهو في النار
Sunan an-Nasa'i 5331Sahih (Darussalam)
and arrogance was not made a condition.
And he (peace and blessings be upon him) said:
Narrated Abu Dharr: The Prophet (ﷺ) as saying: There are three to whom Allah will not speak and at whom He will not look on the Day of Resurrection, and whom He will not declare pure, and they will have a painful punishment. I asked: Who are they, Messenger of Allah, they are losers and disappointed ? He repeated it three times. I asked: Who are they. Messenger of Allah, they are losers and disappointed ? He replied: The one who wears a trailing robe, the one who takes account of what he gives, and the one who produces a ready sale of a commodity by false swearing.ثلاثة لا يكلمهم الله ولا ينظر إليهم يوم القيامة ولا يزكيهم ولهم عذاب أليم: المسبل إزاره، والمنَّان فيما أعطى، والمنفِّق سلعته بالحلف الكاذب
Sunan Abi Dawud 4087Sahih (Al-Albani)
narrated by Muslim in the Sahih.
He (peace and blessings be upon him) said:
Beware of letting the garment hang, for it is of arroganceإياك والإسبال فإنه من المخيلة
.
Therefore, letting a garment hang below the ankles is not permissible in any case. However, if it is done out of arrogance, the sin becomes even greater.
As for when it overtakes him, and his garment or (coat) hangs down without the intention of arrogance, but it overtakes him at times, this is excused. This is what happened to al-Siddiq (may Allah be pleased with him) when the Messenger of Allah (peace and blessings be upon him) said to him, "You did not do it out of arrogance," when he said to him, "It hangs down unless I keep it up." So if a person keeps his lower garment in order, and then it slips down a bit, and he keeps it in order and lifts it so that it does not touch the ground, he owes nothing.
As for intentionally dragging the (coat), or dragging the lower garment, or dragging the trousers; this is abominable.
