In the hadith reported from Ibn 'Umar (may Allah be pleased with him and his father), he said: The Messenger of Allah (peace and blessings be upon him) said:
Whoever arrogantly drags his garment, Allah will not look at him on the Day of Judgement.من جر ثوبه خيلاء لم ينظر الله إليه يوم القيامة

Then Umm Salama (may Allah be pleased with her) said: What do women do with the hems of their garments? He said:
They let it hang a shibrيرخين شبرا
She said: Then their feet would be exposed. He said:
So they let it hang a dhir'a' and do not exceed itفيرخينه ذراعًا ولا يزدن عليه
Or as he (peace and blessings be upon him) said. So, if there is an excess, does it start from the ankles or from the tips of the toes?

Answer: The excess mentioned starts from the ankles; because the man is prohibited from exceeding the ankles. It is obligatory for the man that his garments reach the limit of the ankles, based on the saying of the Prophet (peace and blessings be upon him):
Whatever of the Izar comes below the ankles is in the Fire.ما أسفل من الكعبين من الإزار فهو في النار
Sunan an-Nasa'i 5331Sahih (Darussalam)
Narrated by al-Bukhari in the Sahih. This is regarding the man; he is not allowed to let his garments hang below the ankles, whether they are trousers, shirts, waistwraps, or coats.
It is obligatory that the limit be the ankles, even if he says: I did not intend arrogance at all. It is obligatory for him that his garments reach the ankles, based on his (peace and blessings be upon him) saying:
Whatever of the Izar comes below the ankles is in the Fire.ما أسفل من الكعبين من الإزار فهو في النار

And it was not restricted to arrogance and ostentation. Likewise, other hadiths came regarding this without such a restriction. However, if he intended ostentation and wanted ostentation, his sin becomes greater and his transgression more severe. Otherwise, isbal is absolutely prohibited, whether he intended ostentation or not.
And there is no doubt that it is a means to ostentation, for letting it hang below the ankles is extravagance and a means to ostentation and a means to defiling it and dirtying it with filth. So it is obligatory to raise it and have it reach the limit of the ankles.
As for the woman, she is an 'awrah, so there is no harm in letting it hang a shibr. If that is not sufficient for her, she lets it hang a dhir'a', starting from the ankle. Yes.
