Q: A questioner from Syria says: There are people among us who claim to be the sons of Shaykh Isa or the sons of other well-known shaykhs among us. They come asking people for money, wearing green silk garments on their heads. They have iron rods in their hands; if you give to them, they are pleased, but if you do not give to them, they become angry and strike themselves with this iron on their bellies and heads.
A: These are from some of the sects called the Sufis. They play with people and deceive them by claiming to be the sons of so-and-so or so-and-so, and they claim that they are entitled to assistance from people. It is necessary to prevent them from this work and to discipline them for it on the part of the state, because of the harm they cause people by begging in this reprehensible manner.
Such people should not be given to, because giving to them encourages them. And if they strike themselves, there is no blame on you for that; rather, the blame is on them. It is obligatory to advise them and warn them against this reprehensible work. It is a form of confusion and deception by which they trick people. In reality, they perform these satanic acts through the adornment of Satan and his deception. This is called al-taghmir, which is one of the types of sorcery. They do this thing in the opinion of the onlooker, but they do not actually do it. If they actually did it, it would harm them, because weapons, iron, and the like harm a person if he strikes himself with them. However, they bewitch the eyes with what they do, as Allah mentioned regarding the magicians of Pharaoh, where He, Glorified and Exalted is He, said in Surat al-A'raf: [al-A'raf: 116] And He, the Exalted, said in Surat Ta-Ha: [Ta-Ha: 65-66]. Therefore, it is not permissible for the people of Islam to assist such people, because assisting them means assisting in what is wrong, in deception, in sorcery, and in harming and deceiving Muslims. It is obligatory to prevent these people and to put an end to this wrong of theirs, and to cut off their means by severe discipline or imprisonment on the part of the state, until they are deterred from this work. May Allah guide the leaders of the Muslims to all that is pleasing to Him and beneficial for His servants.

and when they threw, they bewitched the eyes of the people and struck terror into them, and they presented a great [feat of] magic.
فَلَمَّا أَلْقَوْا سَحَرُوا أَعْيُنَ النَّاسِ وَاسْتَرْهَبُوهُمْ وَجَاءُوا بِسِحْرٍ عَظِيمٍ(65) They said, "O Moses, either you throw or we will be the first to throw." (66) He said, "Rather, you throw." And suddenly their ropes and staffs seemed to him from their magic that they were moving [like snakes].
قَالُوا يَا مُوسَى إِمَّا أَنْ تُلْقِيَ وَإِمَّا أَنْ نَكُونَ أَوَّلَ مَنْ أَلْقَى * قَالَ بَلْ أَلْقُوا فَإِذَا حِبَالُهُمْ وَعِصِيُّهُمْ يُخَيَّلُ إِلَيْهِ مِنْ سِحْرِهِمْ أَنَّهَا تَسْعَى
