In any case, this is a reprehensible statement. As for the Prayer of Tasbih, scholars have differed regarding it; some authenticated its hadith, while others weakened its hadiths. The correct view is that it is weak and that it is not prescribed nor recommended. This is the correct view regarding the Prayer of Tasbih.
As for this one who said, "May divorce be upon me from my religion if I do such and such," its meaning is that he must leave his religion. This is a reprehensible statement. The Prophet (peace and blessings be upon him) said:
Whoever intentionally swears falsely by a religion other than Islam, then he is what he has saidحلف بملة غير الإسلام كاذبًا متعمدًا فهو كما قال
Sahih al-Bukhari 1363, 1364

The point is that he must repent to Allah and beware of such speech. He should not say, "May divorce be upon me from my religion," or "he is a disbeliever," or "he is a Jew or a Christian if he does not do such and such," or "he will do such and such," or the like. No, he should use other expressions, saying, "By Allah, I will do such and such," or "By Allah, I will not do such and such." This is sufficient. As for saying, "he is a Jew or a Christian," or "may divorce be upon me from my religion if he does not do this," all of this is wrong and reprehensible and not permissible. It exposes his religion to loss and destruction and apostasy from Islam, may Allah protect us from that. He must beware and repent from this. We ask Allah for well-being. Yes.
