The last question we will present is from the letter of the sister Umm Mujahid. She says: I read in some books that reciting the Qur'an without performing wudu' is permissible. For example, in al-Muwatta', when 'Umar came from relieving himself, someone asked him about performing wudu' and then reciting, and he said to him: "Which Maslamah told you this?" And in other books, I read that reciting the Qur'an without wudu' is forbidden.

The Shaykh: Reading the Qur'an from the mushaf requires wudu'. This is the position of the scholars, and it is the view of all the Companions of the Prophet (peace and blessings be upon him); for it is established in the hadith of 'Amr ibn Hazmal-Ansari:
That the Prophet (peace and blessings be upon him) wrote to the people of Yemen that the Qur'an is not to be touched except by one who is pure.أن النبي ﷺ كتب إلى أهل اليمن أن لا يمس القرآن إلا طاهر
, and it is a good hadith with various chains that support one another, and it indicates that the Qur'an is not to be touched except by one who has purified himself, as He (Glorified and Exalted is He) said::
(77) Indeed, it is a noble Qur'an (78) In a Register well-protected; (79) None touch it except the purified.إِنَّهُ لَقُرْآنٌ كَرِيمٌ ۝ فِي كِتَابٍ مَكْنُونٍ ۝ لا يَمَسُّهُ إِلَّا الْمُطَهَّرُونَ
[al-Waqi'ah:77-79] This verse encompasses the mushaf in our hands and the one in the hands of the angels; therefore, He said after it:
[It is] a revelation from the Lord of the worlds.تَنزِيلٌ مِنْ رَبِّ الْعَالَمِينَ
[al-Waqi'ah:80] So what is revealed to us is not to be touched except by the purified.
As for reciting without touching it, but from memory, which is memorization, this does not require ritual purity. This is for one who is not in a state of major ritual impurity (janabah); as for the one in a state of major ritual impurity, no, not even a verse.هذا لمن لم يكن جنبا أما الجنب، فلا ولا آية

So the conclusion is: The one who recites the Qur'an, if he is reciting from the mushaf, he must have both the major and minor ritual purity, from major ritual impurity (janabah) and wudu' and minor ritual impurity (hadath). But if he is reciting from other than the mushaf, i.e., from memory, he recites it if he is not in a state of major ritual impurity, and he is not required to have minor ritual purity; he may recite even if he is in a state of minor ritual impurity.
