The listener, Isa Muhammad Saleh, a Sudanese resident in the State of Qatar, asks about the interpretation of the saying of Allah the Exalted: I seek refuge in Allah from the accursed Shaytan:
Indeed, those whom the angels take [in death] while wronging themselves - [the angels] will say, "In what [condition] were you?" They will say, "We were oppressed in the land." The angels will say, "Was not the earth of Allah spacious [enough] for you to emigrate therein?" For those, their refuge is Hell - and evil it is as a destination.إِنَّ الَّذِينَ تَوَفَّاهُمُ الْمَلائِكَةُ ظَالِمِي أَنفُسِهِمْ قَالُوا فِيمَ كُنتُمْ قَالُوا كُنَّا مُسْتَضْعَفِينَ فِي الأَرْضِ قَالُوا أَلَمْ تَكُنْ أَرْضُ اللَّهِ وَاسِعَةً فَتُهَاجِرُوا فِيهَا فَأُوْلَئِكَ مَأْوَاهُمْ جَهَنَّمُ وَسَاءَتْ مَصِيرًا
[An-Nisa: 97]?
Answer: The scholars of tafsir (exegesis) mentioned that this verse was revealed concerning those who remained among the polytheists and did not migrate without an excuse. They have committed a great sin by the consensus of the Muslims, as al-Hafiz Ibn Kathir (may Allah have mercy on him) and others mentioned. So the angels say to them:
Was not the earth of Allah spacious [enough] for you to emigrate therein?أَلَمْ تَكُنْ أَرْضُ اللَّهِ وَاسِعَةً فَتُهَاجِرُوا فِيهَا
[An-Nisa: 97], meaning: Why did you not migrate and leave the lands of shirk (associating partners with Allah)?
These are lands where a person cannot manifest his religion and is unable to display his religion. It is not permissible for him to reside among them; rather, it is obligatory for him to migrate, unless he is unable because he does not know the way and has no funds for someone to guide him to the path. Such a person is excused; due to the saying of the Exalted:
Except for the oppressed among men, women and children who cannot devise a plan nor are they directed to a way -إِلَّا الْمُسْتَضْعَفِينَ مِنَ الرِّجَالِ وَالنِّسَاءِ وَالْوِلْدَانِ لا يَسْتَطِيعُونَ حِيلَةً وَلا يَهْتَدُونَ سَبِيلًا
[An-Nisa: 98]. They cannot find a way out due to lack of funds, and they do not find a way due to lack of guidance to the path if they were to leave:
For those it is expected that Allah will pardon them, and Allah is ever Pardoning and Forgiving.فَأُوْلَئِكَ عَسَى اللَّهُ أَنْ يَعْفُوَ عَنْهُمْ وَكَانَ اللَّهُ عَفُوًّا غَفُورًا
[An-Nisa: 99]. These are the ones who remained in the lands of shirk and did not migrate despite having the ability. Allah threatened them with Hellfire. We ask Allah for safety. Yes.
