This verse concerns those who lagged behind in migration without a valid legal excuse. Allah (Exalted and Majestic is He) reproached them for that. It is obligatory for one who is among the polytheists and cannot manifest his religion to migrate, and it is not permissible for him to delay migration. He called them[Al-Nisa: 97], meaning: by leaving migration; because leaving migration while having the ability is a sin. Therefore, it is obligatory for one who is among the polytheists to migrate and move to the lands of the Muslims if he is able; because of this noble verse; and because of the saying of the Prophet (peace and blessings be upon him): Sunan Abi Dawud 2645 It is also narrated from him (may Allah have mercy on him) that he said: Sunan Abi Dawud 2787Sahih (Al-Albani).

إِنَّ الَّذِينَ تَوَفَّاهُمُ الْمَلائِكَةُ ظَالِمِي أَنفُسِهِمْ قَالُوا فِيمَ كُنتُمْ قَالُوا كُنَّا مُسْتَضْعَفِينَ فِي الأَرْضِ قَالُوا أَلَمْ تَكُنْ أَرْضُ اللَّهِ وَاسِعَةً فَتُهَاجِرُوا فِيهَاAnswer:
