This questioner is from Amman, Jordan, Sayyid Mahmud Abd al-Salam. He says: I ask about His saying (peace and blessings be upon him): [Al-Nisa: 27, 28]. I hope you will inform us about this verse, may you be rewarded?
Answer: This is the legislative will,[An-Nisa 4:27] meaning: He wills it legislatively, He loves it legislatively that He should turn to you in repentance, and His decree is executed among people, but He loves that He should turn to you in repentance. He, the Exalted, loves that He should turn to His servants in repentance, and that He should have mercy on them, and that He should support them, and that He should bless them (Exalted and Majestic is He). He may do that, and He may not do that. He wills it legislatively; He wants to turn to you in repentance, He wants to make clear to you the ways of those before you. This is what He wants to clarify for His servants: the truth. He wants His servants to be guided and to be upright upon the truth. He wants His servants to maintain the prayer in congregation. He wants His servants to be dutiful to their parents and to obey their rulers in what is right. He wills all of this legislatively, but it may occur by decree, or it may not occur. It may have preceded in the knowledge of Allah, or it may precede in the knowledge of Allah, that this does not occur from this person. This person, Zayd ibn So-and-so, is commanded to be dutiful to his parents, commanded to maintain family ties, commanded to obey the rulers, but the opposite may occur from him. It may have preceded in the knowledge of Allah that Allah willed from him that the opposite should occur. It was decreed upon him that he would be undutiful and disobedient, and would not be dutiful, and would not listen and obey. And He, the Exalted, willed from him legislatively that he should be upright upon the truth. He willed from us legislatively that we should pray, and that we should fast, and that we should give zakah, and that we should be dutiful to our parents, and that we should beware of sins. But some of us did so, and some of us did not, according to what has passed by the preceding decree. Yes.

(27) Allah wants to accept your repentance, but those who follow [their] passions want you to digress [into] a great deviation. (28) And Allah wants to lighten for you [your difficulties]; and mankind was created weak.
