Answer: In the name of Allah, the Most Gracious, the Most Merciful. Praise be to Allah, Lord of the worlds, and the outcome is for the righteous, and blessings and peace be upon His servant and messenger, His choice from among His creation, and His trustee over His revelation, our Prophet, our Imam, and our Master Muhammad ibn Abdullah, and upon his family and his Companions, and whoever follows his path and is guided by his guidance until the Day of Judgment.
As for what follows: O questioner! Issues of dispute between a man and his wife, and likewise the rest of the issues in which people fall into various types of disputes, all pertain to the courts. The mufti has no say in them. These are for the court, and the judge looks into them, fears Allah, and rules according to what he knows of the pure Shari'ah between the man and his wife, and between the two disputing parties in everything. We ask Allah for guidance and success for everyone. Yes.
