The ruling on praying over one who dies while abandoning the prayer

We begin first with a message from Nu'man Ali Hasan, residing in Riyadh near the Institute of Islamic Studies. He asks about one who abandons the prayer. The listener Nu'man says: A man in a village does not pray, does not fast, and does not act except in ways that contradict our noble Shari'ah, such as: theft, and quarreling among Muslims. So, if he dies, is he washed, shrouded, and prayed over? We ask for clarification of the Muslims' position regarding this person. May Allah reward you with the best reward?
Answer: In the name of Allah, the Most Gracious, the Most Merciful. Praise be to Allah, Lord of the worlds, and may Allah send prayers and blessings upon His servant and Messenger, our Prophet and our Imam Muhammad ibn 'Abd Allah, and upon his family and his Companions, and whoever follows his path and is guided by his way until the Day of Judgment.
As for what follows: The Sunnah of the Messenger of Allah (peace and blessings be upon him) indicates that one who abandons the prayer is a disbeliever. It is known that a disbeliever is not washed, not prayed over, and not buried in the graveyards of Muslims. Rather, it is obligatory that he be buried in the earth in another place, not in the graveyards of Muslims, so that he does not harm people with his stench and his corpse.
So, the conclusion is: One who does not pray and is known for this is not prayed over and not washed. And if, in addition to that, he does not fast and harms the Muslims, the evil becomes greater. However, the basis for his disbelief is his abandonment of the prayer. We ask Allah for safety. Among what has been reported in this regard is His saying (peace and blessings be upon him)
Between a man and disbelief and shirk (associating partners with Allah) is the abandonment of prayer.بين الرجل وبين الكفر والشرك ترك الصلاة
which Muslim narrated in his Sahih. And he (peace and blessings be upon him) said
The covenant that distinguishes between us and them is prayer; so whoever leaves it, he has committed Kufr.العهد الذي بيننا وبينهم الصلاة فمن تركها فقد كفر

which Imam Ahmad, Abu Dawud, al-Tirmidhi, al-Nasa'i, and Ibn Majah narrated with a sound chain. And he (peace and blessings be upon him) said
The head of the matter is Islam, and its pillar is the Salat, and its hump is Jihadرأس الأمر الإسلام، وعموده الصلاة، وذروة سنامه الجهاد في سبيل الله
