This is a letter from the questioner, Lutfi Sa'id al-Yamani, in which he says, his first question: What is the ruling on one who intends to divorce his wife but delays doing so?
Answer: If a man intends to divorce his wife and then leaves it and does not do anything, then no divorce takes place with regard to her. Intention does not effect a divorce; because of the saying of the Prophet (peace and blessings be upon him):
Allah, the Most High, has forgiven my followers what they contemplate on within themselves (i.e. evil thoughts) as long as they do not act upon or speak about them.إن الله تجاوز عن أمتي ما حدثت به أنفسها ما لم تعمل أو تكلم
Bulugh al-Maram 8:133
. So as long as he has not spoken and has not acted, that is not recorded, and he only intended it. This intention does not effect anything, and his wife remains in his protection; no divorce has taken place with regard to her until he writes the divorce or speaks it. Yes.
