Question:
He says: If a man pays a small portion of the mahr and will pay the rest later, is the woman his wife? And does he have the right to consummate the marriage, or must the entire mahr be paid before consummating the marriage with the woman?
And is there anything the husband must pay to the girl's father, I mean something other than the wife's mahr that must be paid to the girl's father, or is that a matter of choice?
Direct us, may Allah reward you with good.

Answer:
There is no harm in advancing the mahr, and there is no harm in delaying it, and there is no harm in advancing part of it and delaying part of it. It is not a condition of the marriage contract to pay the mahr in advance. So if he marries her on a known amount that he will hand over to her after a month, two months, a year, two years, or upon divorce, there is no harm in that. And if he marries her on the condition that he will give her a thousand or two thousand, or more or less, and the rest will be due upon divorce or at another known time, there is no harm in that. There is no blame in any of this, and praise be to Allah.
As for her father and her brothers, they have no right to it. The entire mahr belongs to the woman. However, if he volunteers to give something to her father or her brothers, there is no harm in that. But the mahr stipulated in the marriage contract belongs to the woman. Her father may stipulate something for himself specifically, for the father specifically, who is the father. There is no harm in him stipulating something for himself, and there is no blame in that if the husband commits to it, he gives it to him.
And as for the rest of the awliya (guardians), they have no right to it, unless the girl, who is a woman of discretion, gives them something of it of her own free choice, then there is no harm. Yes.
