Ruling on wudu or ghusl when there is ink on the hands

Machine translationRead the Arabic original
Question:
This questioner: (Sh) from Syria says: I am a student in school. When I write, ink gets on my hands from the pen. So I perform wudu while the ink is on my hands, then I remember the presence of that ink, so I remove it and perform wudu again. But this has happened to me many times, and it has become more difficult for me. After that, I perform ghusl, then I remember the presence of the ink, so I wash my hands. Is my wudu and ghusl valid, O honorable Shaykh?

Answer:
If the ink has a substance that prevents water from reaching the skin, you must repeat the wudu, whether it is on your arm or your leg; you must repeat the wudu.
As for if it has no substance, and is merely a yellow or black dye that does not prevent water, there is no harm and no blame. But if it has a substance that prevents water, it must be removed before wudu. If you forget and do not remove it, you must repeat the wudu. The same applies to ghusl; you must remove it when performing ghusl for janabah if it has a substance.
As for if it has no substance, and is merely a black image, a red image, or a brownish image, this does not harm and does not prevent [water]; because it has no substance. Yes.
