Ruling on Giving Zakah to Brothers and Sisters

Question:
The listener Ahmad Salem Hamad from Bahrain sent a question, saying: Is it permissible to give zakah al-fitr to a brother and a sister if the sister is divorced and living with her children in the home of the one giving zakah?

Answer:
If they are in need, and the brother is in need, it is permissible to give them zakah; because they are among those entitled to it due to their poverty. But if the brother is able to take care of their situation and provide for them from his own money, that is better and more excellent, following his descendants and his family.
As for if he gives her something for her need and the need of her children in clothing and the like, then there is nothing wrong with that. As for food, she eats with them from their food and drink in the house; because food is provided for everyone. But if she is separate, preparing her food separately, having a separate portion from the house, then she is given what suffices her and her children from zakah in clothing, food, and other things due to need. Yes.
