Question:
From the questioner Sanaa Ali, from Benghazi in Libya, she sent a message containing two questions. In her first question, she says:
I am asking about covering the face and hands; is it obligatory? And if the answer is yes, is it necessary, as some say, for it to be black, because other colors draw attention?

Answer:
The correct view is that the hands and face are 'awrah (the part of the body that must be covered) in relation to a non-mahram, such as the husband's brother, the husband's uncle, a cousin, and all other non-mahrams. This is based on the saying of Allah (Glorified and Exalted is He): :
And when you ask [his wives] for something, ask them from behind a partition. That is purer for your hearts and their hearts.وَإِذَا سَأَلْتُمُوهُنَّ مَتَاعًا فَاسْأَلُوهُنَّ مِنْ وَرَاءِ حِجَابٍ ذَلِكُمْ أَطْهَرُ لِقُلُوبِكُمْ وَقُلُوبِهِنَّ
[Al-Ahzab: 53]. This is a general statement. Likewise, His saying (Glorified and Exalted is He):
except to their husbands, their fathers, their husbands' fathersوَلا يُبْدِينَ زِينَتَهُنَّ إِلَّا لِبُعُولَتِهِنَّ أَوْ آبَائِهِنَّ أَوْ آبَاءِ بُعُولَتِهِنَّ
[An-Nur: 31], a verse from Surat An-Nur. There is no doubt that the face and hands are part of the adornment. If she covers them with her jilbab (the outer garment), or with any piece of clothing, whether it is black or not, there is nothing wrong with it. It is not required to be black or red; the intention is to cover them with any hijab (the covering prescribed for women). Yes.
