Yes, the majority of scholars hold that the exposure of a woman's feet invalidates the prayer.
Therefore, it is obligatory to cover them, either by wearing long garments that reach the ankles, or by wearing socks. This is the position of the majority of scholars. The basis for this is the hadith of Umm Salamah, narrated as marfu' (traced to the Prophet) and mawquf (stopping at her), in which she was asked, "Does a woman pray in a thobe and a khimar?" She said, "Yes, if the thobe is long enough to cover the backs of her feet." It was narrated as marfu' to the Prophet (peace and blessings be upon him) and mawquf at her, and the imams of hadith authenticated it, stopping it at Umm Salamah (may Allah be pleased with her). Also, because a woman is 'awrah (a part of the body that must be covered), as in the hadith:
A woman is an awrahالمرأة عورة
The feet are part of the 'awrah, so it is obligatory to cover them, either by lengthening the garments, or by wearing socks that cover the feet.
As for the man, it is known that his 'awrah in prayer is what is between the navel and the knee.
As for the woman's hands, it is better to cover them, but if she exposes them along with her face, there is no harm in the prayer if there are no non-mahram men present. As for the face, the best is to expose it; if there are no non-mahram men present, the sunnah (recommended practice) is to expose her face and pray with her face uncovered if she is in a place where there are no non-mahram men. As for the hands, she has a choice: if she covers them, that is better, and if she exposes them, there is no blame on her, if Allah wills. As for the feet, it is obligatory to cover them, as mentioned earlier. Yes.
