Question:
Muhammad, a Yemeni resident in Bahrain, says: Your Eminence, when I read in books or in some newspapers, I often find Qur'anic verses cited by the author in the text. While I am reading those newspapers or books, I am not in a state of wudu'. Is it permissible for me to read such verses?
Answer:
There is no harm in that. If a person reads books containing verses, or books of tafsir, there is no harm in that. What is prohibited is reading the mushaf, or touching the mushaf, except while in a state of wudu'.
As for reading the Qur'an without wudu', from other than the mushaf, from memory, or reading in newspapers, or in tafsir, there is no harm in that.
The presenter: May Allah reward you, Your Eminence.
