Allah clarified this in Surat al-Nur, in His saying—(Exalted and Majestic is He): [al-Nur:58] Then He said after that: [al-Nur:59] So, before reaching the age of puberty, they seek permission during the three times. As for after reaching the age of puberty, they seek permission whenever they wish to enter. If one reaches the age of puberty at fifteen years old, or grows coarse hair around his private parts, or ejaculates semen with desire, he has reached the age of puberty. At that point, he seeks permission whenever he wishes to enter; because his mother may be in a state that is not good, or it may be his wife, or it may be his sister.
The point is: he seeks permission from them so that he does not surprise them in a state they do not approve of. As for if he is below that age, he seeks permission during the three times of exposure. Yes.

يَا أَيُّهَا الَّذِينَ آمَنُوا لِيَسْتَأْذِنْكُمُ الَّذِينَ مَلَكَتْ أَيْمَانُكُمْ وَالَّذِينَ لَمْ يَبْلُغُوا الْحُلُمَ مِنْكُمْ ثَلاثَ مَرَّاتٍ مِنْ قَبْلِ صَلاةِ الْفَجْرِ وَحِينَ تَضَعُونَ ثِيَابَكُمْ مِنَ الظَّهِيرَةِ وَمِنْ بَعْدِ صَلاةِ الْعِشَاءِ ثَلاثُ عَوْرَاتٍ لَكُمْ لَيْسَ عَلَيْكُمْ وَلا عَلَيْهِمْ جُنَاحٌ بَعْدَهُنَّ طَوَّافُونَ عَلَيْكُمْ بَعْضُكُمْ عَلَى بَعْضٍAnd when the children among you reach puberty, let them ask permission
