Answer:
As for in prayer, she covers her entire body, except for the face; this is the best. If there are no non-mahram men present, she reveals her face. The recommended practice (sunnah) is to reveal the face in prayer, and she covers her entire body, including the hands. If she reveals the hands, there is no blame on her, meaning that covering them is better in prayer. As for if there is a non-mahram man present, she covers her entire body, including the face.
And as for among people, among non-mahram men, in the markets, and in the houses, she reveals whatever she wishes of her body, such as the head, face, hands, and feet, as long as there are no non-mahram men in her house, on her bed, or in any place in her house. As for in the presence of a non-mahram man, she is an 'awrah (part of the body that must be covered) and covers her entire body; because she is an 'awrah. Allah (Exalted and Majestic is He) says:
And when you ask [his wives] for something, ask them from behind a partition. That is purer for your hearts and their hearts.وَإِذَا سَأَلْتُمُوهُنَّ مَتَاعًا فَاسْأَلُوهُنَّ مِنْ وَرَاءِ حِجَابٍ ذَلِكُمْ أَطْهَرُ لِقُلُوبِكُمْ وَقُلُوبِهِنَّ
[Al-Ahzab:53] And He says (Exalted and Majestic is He):
O Prophet, tell your wives and your daughters and the women of the believers to bring down over themselves [part] of their outer garmentsيَا أَيُّهَا النَّبِيُّ قُلْ لِأَزْوَاجِكَ وَبَنَاتِكَ وَنِسَاءِ الْمُؤْمِنِينَ يُدْنِينَ عَلَيْهِنَّ مِنْ جَلابِيبِهِنَّ
[Al-Ahzab:59] the verse. And the jilbab (the outer garment) is what a woman covers her head, face, and body with. Yes.
