The second question of Fatwa number ( 2193 )
Q2: A woman’s entire body is 'awrah (the part of the body that must be covered) in prayer, except for her face and hands. So, if she is performing Hajj or traveling with non-Mahram men and is praying with them in congregation,
should she uncover her face and hands in prayer, or cover them out of fear of being seen by the non-Mahram men? Likewise, in the Haram (the sacred precinct), should she lower her jilbab (the outer garment) over her face and cover her hands, or is she permitted to uncover them? Please inform us.
A2:A free woman is an 'awrah (the part of the body that must be covered), and it is forbidden for her to uncover her face and her hands in the presence of men who are not her mahram (a relative one may not marry), whether she is in prayer, in a state of ihram (the consecrated state of pilgrimage), or in any other ordinary situation; for 'Aishah (may Allah be pleased with her) narrated that she said:'Aishah(may Allah be pleased with her) said:Sunan Abi Dawud 1833Da'if (Al-Albani) It was narrated byAhmadand Abu Dawudand Ibn Majah, and if this is the case in the state of ihram, where uncovering the woman's face is required, then it is even more so in other situations; due to the generality of the saying of Allah, Mighty and Majestic:[Al-Ahzab 33:53] the verse. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad and his family and his Companions.

Riders would pass us when we accompanied the Messenger of Allah (ﷺ) while we were in the sacred state (wearing ihram). When they came by us, one of us would let down her outer garment from her head over her face, and when they had passed on, we would uncover our faces.
كان الركبان يمرون بنا ونحن مع رسول الله صلى الله عليه وسلم محرمات، فإذا حاذوا بنا سدلت إحدانا جلبابها من رأسها على وجهها، فإذا جاوزونا كشفناهAnd when you ask [his wives] for something, ask them from behind a partition. That is purer for your hearts and their hearts.
