Question:
This questioner says: I always try to read the Qur'an from the mushaf, but a permanent state of ritual impurity stands between me and it. I have continuous wind leakage, to the extent that it interrupts my recitation from the mushaf. Every time I perform the ablution, strong wind comes to me and invalidates my ablution. This is my condition, and I wish to recite the Qur'an from the mushaf. What is the method for doing so?

Answer:
Perform the ablution and read; there is no harm on you. This is like the one with incontinence. This permanent state of ritual impurity: if you perform the ablution in the morning, perform it and read until the time for the midday prayer enters. When the time for the midday prayer enters and you are still in that state, perform a second ablution for the midday prayer and for reading until the time for the afternoon prayer. When the time for the afternoon prayer enters, perform a new ablution for the afternoon prayer, and also read until the sun sets. When the sun sets, perform the ablution for the sunset prayer and for reading until the twilight disappears. When the twilight disappears, perform a new ablution for the prayer and for reading. The reading continues in that state throughout the night, because it is a time for reading and there is no blame, even if wind comes out of you, because you are afflicted with incontinence, incontinence of wind.
So fear Allah as much as you are ableفَاتَّقُوا اللَّهَ مَا اسْتَطَعْتُمْ
[Surat al-Taghabun: 16].
