I swear by the Day of Resurrectionلا أُقْسِمُ بِيَوْمِ الْقِيَامَةِ
[Al-Qiyamah:1],
I do not swear by this cityلا أُقْسِمُ بِهَذَا الْبَلَدِ
[Al-Balad:1], and the like?

Answer:
It is known among the scholars that (la) is a negation of what the polytheists say; the matter is not as the polytheists claimed regarding such and such, contrary to the truth. Then he said: (I swear), so it is a negation of an omitted thing, while "I swear" is affirmed and established.
Some of them said: It is a connective—meaning: superfluous—used by the Arabs without intending its meaning. The meaning is: I swear by the Day of Resurrection, I swear by this city, that Allah swears by them . The well-known view is the first one: that it is a negation of things, not as the polytheists say, such as denying the Messenger (peace and blessings be upon him), or rejecting the Qur'an, or the like of what the people of shirk (associating partners with Allah) say. Rather, what they said is false, and I swear by the Day of Resurrection, I swear by them... and so on. Yes.
