Question:
Our brother asks and says: If I see the crescent of Ramadan and come forward to report it, but no one supports me, should I fast thirty days if the people did not fast except twenty-nine days?
Answer:
If a person comes forward and informs the judge or the authority that he saw the crescent—the crescent of Ramadan—and they do not accept it from him and do not act upon his sighting, there is a difference of opinion among the scholars regarding this:
The majority held that he should fast, because the month is established for him by his sighting, so he fasts, and he precedes the people by one day. He fasts with them when they fast and breaks his fast with them when they break it.
Others among the scholars held that he should not fast if his sighting is not acted upon. He does not fast based on the saying of the Prophet (peace and blessings be upon him): This day was not fasted by the Muslims, so he does not fast it. This is the choice of Abu al-Abbas Ibn Taymiyyah (may Allah have mercy on him) and a group of scholars, and it is more apparent in the evidence; due to his saying (peace and blessings be upon him): The Muslims did not fast, so his testimony is then void for him and for others, so he does not fast. This is the stronger position. And if he fasts according to the second opinion held by the majority, there is no blame on him, if Allah wills, but not fasting is more preferable and better. Yes.

Fasting is the day you fast, breaking the fast is the day you break the fast, and the Festival of Sacrifice is the day you sacrifice.
