Question: If the first day of Ramadan is a Saturday in the Kingdom of Saudi Arabia, and the first day of the month is a Sunday in Algeria, is it permissible for a person residing in Algeria to fast with the Kingdom, or not? And with whom should he break his fast? Because if he breaks his fast with Saudi Arabia, that day is a day of fasting in his country, and if he fasts on that day, it is the day of Eid in the country with which he fasted?

Answer: The Prophet (peace and blessings be upon him) said:
Observe fast on sighting it (the new moon) and break (fast) on sighting it (the new moon)صوموا لرؤيته وأفطروا لرؤيته

, so he (peace and blessings be upon him) tied the obligation of fasting to seeing the new moon. This differs according to the difference in moonrise points, according to the correct of the two opinions of the scholars. There is no doubt that the moonrise point in Algeria differs from the moonrise point in the Kingdom. So every person fasts with the people of his region and the people of the country in which he is, when they see the new moon, and breaks his fast with them. So your ruling is the ruling of the Muslims with whom you reside, in whatever region that may be, whether in Algeria or elsewhere; you fast with them and break your fast with them.
