Q5: What is the ruling on one who does not fast upon the first sighting of the new moon
of Ramadan if it has been sighted, until he sees it with his own eyes?
And they cite the hadith that says:
Observe fast on sighting it (the new moon) and break (fast) on sighting it (the new moon)صوموا لرؤيته وأفطروا لرؤيته
Sahih Muslim 1081b
, and is their citation of this hadith correct?

A5: It is obligatory to fast if the sighting of the new moon is established, even by one just Muslim, as the Prophet (peace and blessings be upon him) commanded fasting when the Bedouin testified to seeing the new moon. As for citing the hadith "Fast when you see it" to argue that every individual does not fast unless he sees it with his own eyes, that is not correct; because the hadith is a general address to fast upon the realization of the sighting, even if it is by one just Muslim. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
