Question:
The last question from our brother in Jordan is about the saying of Allah the Exalted, I seek refuge in Allah from Satan the accursed:
but they will not cease to differ. (119) Except whom your Lord has given mercy, and for that He created them.وَلا يَزَالُونَ مُخْتَلِفِينَ ۝ إِلَّا مَنْ رَحِمَ رَبُّكَ وَلِذَلِكَ خَلَقَهُمْ
[Hud:118-119], and also: he asks about the saying of Allah the Exalted:
(118) And if your Lord had willed, He could have made mankind one community; but they will not cease to differ. (119) Except whom your Lord has given mercy, and for that He created them. But the word of your Lord is to be fulfilled that, "I will surely fill Hell with jinn and men all together."وَلَوْ شَاءَ رَبُّكَ لَجَعَلَ النَّاسَ أُمَّةً وَاحِدَةً وَلا يَزَالُونَ مُخْتَلِفِينَ ۝ إِلَّا مَنْ رَحِمَ رَبُّكَ وَلِذَلِكَ خَلَقَهُمْ وَتَمَّتْ كَلِمَةُ رَبِّكَ لَأَمْلأَنَّ جَهَنَّمَ مِنَ الْجِنَّةِ وَالنَّاسِ أَجْمَعِينَ
[Hud:118-119]?

Answer:
There is no difficulty in this. Allah, Glorified and Exalted is He, is the Wise, the All-Knowing. Had He willed, He would have gathered the people upon guidance, as He, Exalted and Majestic is He, said:
But if Allah had willed, He would have united them upon guidance. So never be of the ignorant.وَلَوْ شَاءَ اللَّهُ لَجَمَعَهُمْ عَلَى الْهُدَى فَلا تَكُونَنَّ مِنَ الْجَاهِلِينَ
[Al-An'am:35]. He, Glorified and Exalted is He, said:
And if We had willed, We could have given every soul its guidance, but the word from Me will come into effect [that] "I will surely fill Hell with jinn and people all together.وَلَوْ شِئْنَا لَآتَيْنَا كُلَّ نَفْسٍ هُدَاهَا وَلَكِنْ حَقَّ الْقَوْلُ مِنِّي لَأَمْلأَنَّ جَهَنَّمَ مِنَ الْجِنَّةِ وَالنَّاسِ أَجْمَعِينَ
[Al-Sajdah:13]. So Allah, Glorified and Exalted is He, had He willed, would have guided them all, Exalted and Majestic is He. But He has the perfect wisdom and the compelling argument in bringing those who disobeyed Him and contradicted His command, and who associated partners with Him, into the Fire, because of their injustice to themselves, their transgression of the limits of their Lord, and their contradiction of what the messengers brought.
He possesses perfect wisdom and vast favor toward the awliya (close friends of Allah) and the people of His obedience in admitting them to Paradise and saving them from the Fire; for they obeyed His command, followed His Shari'ah, and stood by His limits, so He (Exalted and Majestic is He) rewarded them with the best reward. He (Exalted and Majestic is He) created them to have mercy on them, to admit them to Paradise and save them from the Fire, if they fulfilled His right and remained upright upon His religion. But if they depart from His obedience and go beyond what He commanded them, He has threatened them with the Fire as a just recompense for their ugly deeds and their departure from the obedience of their Lord and their following of their desires. He (Exalted and Majestic is He) said:
(37) So as for he who transgressed (38) And preferred the life of the world, (39) Then indeed, Hellfire will be [his] refuge.فَأَمَّا مَنْ طَغَى ۝ وَآثَرَ الْحَيَاةَ الدُّنْيَا ۝ فَإِنَّ الْجَحِيمَ هِيَ الْمَأْوَى
[An-Nazi'at: 37-39]. He (Glorified and Exalted is He) said:
(40) But as for he who feared the position of his Lord and prevented the soul from [unlawful] inclination, (41) Then indeed, Paradise will be [his] refuge.وَأَمَّا مَنْ خَافَ مَقَامَ رَبِّهِ وَنَهَى النَّفْسَ عَنِ الْهَوَى ۝ فَإِنَّ الْجَنَّةَ هِيَ الْمَأْوَى
[An-Nazi'at: 40-41].
So they are held accountable for their ugly deeds of disbelief, hypocrisy, and sins, just as the people of Paradise are rewarded for their good deeds, their obedience to their Lord, and their excellence in serving Him. He, Exalted and Majestic is He, rewarded them with His honor, bringing them into His Paradise, and the seeing of His Noble Face on the Day of Resurrection, while they are in the abode of bliss, as a favor from Him and an act of kindness. This is His favor, Exalted and Majestic is He. For this reason, He, Exalted and Majestic is He, said:
but they will not cease to differ. (119) Except whom your Lord has given mercyوَلا يَزَالُونَ مُخْتَلِفِينَ ۝ إِلَّا مَنْ رَحِمَ رَبُّكَ
[Hud:118-119].
So the ones who are shown mercy are the people of happiness and salvation, and they are those who were created so that He would have mercy on themby His guidance and direction (Exalted and Majestic is He), and those others were deprived of this mercy and this good by their ugly deeds, their turning away from His obedience, and their preference of their desires, so when they did that, they became deserving of His retribution and His anger, and discord is a reality and is written upon them because of the bad deeds they commit, and because of their following of their desires and appetites and preferring them over the truth, discord occurred, so whoever Allah has mercy upon is safe from that and follows the truth, and whoever is not granted success to Allah's mercy and is not guided to the path of guidance remains in his misguidance, blindness, and discord, we ask Allah for safety,
And your Lord is not ever unjust to [His] servants.وَمَا رَبُّكَ بِظَلَّامٍ لِلْعَبِيدِ
[Fussilat:46], rather He will reward them for their deeds, so whoever does good deeds and follows the Chosen One (peace and blessings be upon him) and follows those before him of the messengers, they are granted from their Lord His favor and His excellence, and they succeed in His Paradise and His honor, and whoever follows desire and disobeys the messengers and prefers the worldly life over the Hereafter, he returns with disappointment and regret and becomes deserving of punishment from his Lordfor his vile deed and for his deviation from the obedience of his Lord. Yes.
