Question:
Our brother has another question. He asks: Is it permissible to use zakah for building and repairing mosques, or is it not?

Answer:
It is not permissible to use zakah for repairing mosques according to the majority of the scholars; indeed, it is like a consensus among the scholars. Only some of the later scholars permitted this, and there is no evidence for it. Rather, the correct view is that zakah is distributed in its eight categories, and repairing mosques, schools, or anything else is not among them. Rather, zakah is distributed in the eight categories mentioned in the statement of the Exalted and Majestic:
Zakah expenditures are only for the poor and for the needy and for those employed to collect [zakah] and for bringing hearts together [for Islam] and for freeing captives [or slaves] and for those in debt and for the cause of Allah and for the [stranded] traveler - an obligation [imposed] by Allah. And Allah is Knowing and Wise.إِنَّمَا الصَّدَقَاتُ لِلْفُقَرَاءِ وَالْمَسَاكِينِ وَالْعَامِلِينَ عَلَيْهَا وَالْمُؤَلَّفَةِ قُلُوبُهُمْ وَفِي الرِّقَابِ وَالْغَارِمِينَ وَفِي سَبِيلِ اللَّهِ وَاِبْنِ السَّبِيلِ فَرِيضَةً مِنَ اللَّهِ وَاللَّهُ عَلِيمٌ حَكِيمٌ
[Surah al-Tawbah: 60].
