This is the correct view; because the Messenger of Allah (peace and blessings be upon him) explained that it invalidates the ablution and did not condition it on desire. He said (peace and blessings be upon him):
He who touches his penis should perform ablution.من مس ذكره فليتوضأ
Sunan Abi Dawud 181Sahih (Al-Albani)
, and he said (peace and blessings be upon him):
Whichever man puts his hand to his private part without a barrier between them, he must perform ablution. And whichever woman puts her hand to her private part without a barrier between them, she must perform ablution.أيما رجل أفضى بيده إلى فرجه ليس دونهما ستر فقد وجب عليه الوضوء، وأيما امرأة أفضت بيدها إلى فرجها ليس دونها ستر فقد وجب عليها الوضوء
