Question:
I have neighbors who do not perform the prayer in the mosque, and I attend their gatherings and mix with them a lot, even at their feasts, and that is by way of advice, and I mention a hadith or discuss a topic between me and them. Is that permissible for me? Knowing that in some of the gatherings, smoking is done, and there is a lot of talk that has no benefit, and my goal in mixing with them is advice?

Answer:
The obligation on one who has neighbors who do not pray or consume intoxicants or similar sins is: to advise them, and to urge them to fear Allah, for the neighbor has a right over his neighbor, as the saying of the Prophet (peace and blessings be upon him) has preceded:
He who believes in Allah and the Last Day should do good to his neighbourمَن كان يؤمن بالله واليوم الآخر فليُحْسِن إلى جاره
Sahih Muslim 48
, so the neighbor has a right, and advice with the truth is advising him, commanding him to do what is right, forbidding him from what is wrong, and striving in that. If he persists and refuses, he should be boycotted, he should be shunned, and one should not come to his invitation or feast, and not take him as a companion. Likewise, the group of neighbors, if they do not accept the advice and persist in leaving the prayer in the mosques, this is a sign of hypocrisy, and this is evidence of hypocrisy, so they should be shunned, not sat with, and their invitations not answered until they respond to the caller to the truth.
And if you advise them, it is better and more preferable that someone else be with you, that some of your good neighbors be with you, you go to them and with you are two, three, four, you advise them; because this is closer to having an effect, if the advice is from a group it is closer to disciplining the advised ones, whereas continuing with them in their falsehood is not right.
And it came in a hadith of Ibn Mas'ud from the Prophet (peace and blessings be upon him) that he said: لما وقعت بنو إسرائيل في المعاصي نهتهم علماؤهم، فلم ينتهوا، فجالسوهم، وواكلوهم، وشاربوهم، فلمَّا رأى الله ذلك منهم ضرب قلوبَ بعضهم ببعضٍ، ثم لعنهم على لسان دواد وعيسى ابن مريم، وأنزل في هذا قوله سبحانه: لُعِنَ الَّذِينَ كَفَرُوا مِنْ بَنِي إِسْرَائِيلَ عَلَى لِسَانِ دَاوُودَ وَعِيسَى ابْنِ مَرْيَمَ ذَلِكَ بِمَا عَصَوْا وَكَانُوا يَعْتَدُونَ ۝ كَانُوا لَا يَتَنَاهَوْنَ عَنْ مُنْكَرٍ فَعَلُوهُ لَبِئْسَ مَا كَانُوا يَفْعَلُونَ When the Children of Israel fell into sins, their scholars forbade them, but they did not stop, so they sat with them, ate with them, and drank with them, so when Allah saw that from them, He struck the hearts of some of them with others, then He cursed them on the tongue of Dawud and Isa ibn Maryam, and He revealed in this His saying, Exalted is He: Cursed are those who disbelieved from the Children of Israel on the tongue of Dawud and Isa ibn Maryam. That is because they disobeyed and used to transgress. They used not to forbid one another from what they did. Evil was what they used to do. [Al-Ma'idah: 78-79].
So the obligation on the Muslims is mutual advice, and cooperation in good, and plotting in what is right, and forbidding one another from what is wrong, and if they see from their relative or neighbor persistence in sin and not responding, they leave him, and do not take him as a companion, but shun him until he repents.
