Question:
I have neighbors whom I do not see going out to the mosques to pray with the congregation. I do not know if they are not praying?

Answer:
Advise them.

Question: They pray in their homes, and I have already advised them, but they say: "I pray in my house." I do not know what to do with them, so we ask for advice regarding people like these from your place. May Allah reward you with good?

Answer: It is obligatory for one who knows that his neighbors do not pray in the mosques to contact them, he and some of his brothers. It is not to be alone; he and some of his brothers are more beneficial. He takes two or three of his brothers, a group, and they go to their neighbor, or neighbors, and advise them: "We have not seen you in the mosques! We do not see you, O brothers, why? It is obligatory that you attend with your brothers." In the hadith:
Whoever hears the call to prayer and does not respond; then he has no prayer except from an excuseمن سمع النداء فلم يجب؛ فلا صلاة له إلا من عذر

And a blind man sought permission from the Prophet (peace and blessings be upon him), saying: "O Messenger of Allah, do I have a dispensation to pray in my house, and I am a blind man, I have no guide to lead me to the mosque?" So the Chosen One (peace and blessings be upon him) said to him:
Do you hear the call to prayer?هل تسمع النداء بالصلاة؟

He said: Yes. He said:
Then respond.فأجب
And he is blind, he has no guide to lead him, and yet it is said to him: Answer, so how about the state of the seeing, healthy person!
The intended meaning: It is obligatory for the brothers whose neighbors do not witness the prayer to advise them with collective advice; because one person might be looked down upon, or they might be arrogant toward him, or they might respond to him with a bad response, but if it is a group, it is closer to success. Three, four, or five go to visit the person, or meet him on the road, and advise him until the advice has a great fruit -if Allah wills- and visiting the house at the appropriate time is good. "We have come to you, O my brother, to call you to save you, and to save our conscience, and to clear our conscience."
And likewise, other than prayer, if they know from their neighbor something clear of what is wrong, they advise him, and they do not remain silent about falsehood. They do not accept for their brother the Fire, or obedience to Satan,
The believers are like a building they support one another.المؤمن للمؤمن كالبنيان يشد بعضه بعضًا

and he interlaced his fingers (peace and blessings be upon him).
And he also said (peace and blessings be upon him) in the authentic hadith:
The similitude of believers in regard to mutual love, affection, fellow-feeling is that of one body; when any limb of it aches, the whole body aches, because of sleeplessness and fever.مثل المؤمنين في توادهم وتراحمهم وتعاطفهم كمثل الجسد إذا اشتكى منه عضو تداعى له سائر الجسد بالسهر والحمى
Sahih Muslim 2586a

Thus, if a Muslim's eye hurts, the pain spreads to his whole body, and sleep is gone, and staying awake spreads. And likewise, if your leg hurts, or your hand, or something else, so this is your believing brother, and especially your neighbors, and your relatives, they are in the greatest need of advice, and feeling pain for them until they become active in the truth, and until they abandon falsehood when they see activity and advice from their brothers.
