Answer:
As for this Peninsula, it is not permissible; because Allah (Exalted and Majestic is He) has forbidden us to allow this Peninsula to be open to them, and the Prophet (peace and blessings be upon him) instructed to expel the polytheists from this Peninsula. As it is established in "al-Sahih" that the Prophet (peace and blessings be upon him) instructed to expel them from the Peninsula and said:
I will not leave the Jews and the Christians in the Arabian Peninsula until I leave no one but a Muslimلا ألفين اليهود والنَّصارى في جزيرة العرب حتى لا أدع إلا مسلمًا
, so this Peninsula must be exclusive to the believers, with no mixture in it. It is the cradle of Islam, the source of Islam, and the land of Islam from which it emerged and spread. The Prophet (peace and blessings be upon him) established that there should be only one religion in it, which is Islam, and that there should not be two religions in it.
So it is not permissible for a Muslim to be lenient regarding the presence of polytheists in it by renting to them, or bringing them to work here, or the like. They should not be brought in for work: not as a driver, not as a worker, nor anything else. Nor should one rent to them what qualifies them and encourages them to stay: such as a farm, a house, a shop, or the like. Except if the state is compelled to something of that, such as an important doctor, or the like, out of dire necessity. As the Prophet (peace and blessings be upon him) allowed the Jews to remain in Khaybar for work, because the Muslims were occupied with jihad.
So the conclusion is that it is obligatory to keep them away from this Peninsula, and not to be lenient with them in it. As for outside the Peninsula, such as Sham, Iraq, Egypt, and the like, there is no harm in renting to them; because it is permissible for them to reside there. Except if one rents to a group that does what is wrong and assists them in what is wrong: such as renting a house to one who sells intoxicants, or one who fights the Muslims, or the like. No, so one should not rent to them even if it is in the land of disbelief. As for in the land of the Arabian Peninsula, no, one should not rent to them absolutely. It is not permissible to rent to them absolutely; because their remaining here is prohibited.
