Question:
The first question asks: What is the definitive opinion on the issue of shortening the prayer in Mina for the people of Makkah? And what is the reason for this shortening? We ask you to clarify this, may Allah reward you.

Answer:
The correct opinion in this matter is that the people of Makkah, when they perform Hajj with the people, shorten and combine the prayers. This is because the Messenger of Allah (peace and blessings be upon him), when he performed Hajj with the people for the Farewell Pilgrimage, shortened the prayer in Mina, in 'Arafah, and in Muzdalifah. He did not prevent the people of Makkah from doing so, nor did he say to them, "O people of Makkah, complete your prayers," or "Do not combine them." This is the stronger position.
The scholars differ on this: some say that they may combine but not shorten, and some say that they may neither combine nor shorten, because they are close to the sacred sites and there is no travel between them and the sacred sites. However, the correct view is that they shorten and combine with the people. They shorten in Mina without combining; this is the Sunnah and the better practice. In 'Arafah, they shorten and combine, and in Muzdalifah, likewise.
As for the reason, a group said that it is the rites of worship, that the reason is the rites. Another group said that it is travel. However, the reasoning based on travel does not align with the opinion of the majority, because the majority consider the distance to be a day and a night, whereas there is only a short distance between Makkah and the sacred sites.
Therefore, the correct thing is for us to say: We must follow the Sunnah and adhere to it. As for the reason, it is with Allah. Whether the reason is the rites of worship or otherwise, we do not know the reason or the wisdom. Allah knows best. We must hold fast to what our Shari'ah indicates and what the Sunnah of our Prophet indicates, and this is sufficient for us. As for the reason and the wisdom, Allah knows best, because the claim that it is for the sake of the rites is subject to scrutiny, and the claim that it is for the sake of travel is subject to scrutiny. But we must do what our Prophet (peace and blessings be upon him) approved, namely that he approved the people of Makkah and did not prevent them from shortening or combining. This is sufficient for us, and praise be to Allah.
